How to compress a PDF under 2MB (without uploading)
Job portals, university forms, and many government sites still cap uploads at 2MB. You need a smaller PDF — but you may not want to send contracts or IDs to a random converter. This guide shows a private, browser-only workflow with LocalPDF, plus what to do if the file is still too large.

Step-by-step
- Open the free Compress PDF tool on LocalPDF (link below). Stay on https://www.openlocalpdf.com so you use the privacy-first site.
- Drop your PDF into the browser drop zone. The file is read locally — it is not uploaded to LocalPDF servers for processing.
- Choose Balanced first (good default for email and forms). Use Strong if you must hit a hard 2MB cap; use Light when clarity matters more than size.
- Click Compress PDF and wait while each page is re-encoded in your tab. Large page counts take longer on modest devices.
- Download the result and check the size summary. If still over 2MB, retry Strong, or split out only the pages the form needs.
- Open the compressed file once to verify signatures and fine print, then upload it to the portal or attach it to your email.

Why PDFs blow past 2MB
Most oversized PDFs are not “full of text.” They are full of images: phone photos, multi-page scans, or exports that embed full-resolution photos. A five-page scan at high DPI can easily land at 8–20MB.
Text-heavy PDFs exported from Word or a vector tool are often already small. Compressing them further may not help much — and can even grow slightly if pages are rasterized. Know your file type before you chase a number.
- Scans / camera photos → usually shrink a lot with image re-encode
- Photo-heavy reports → try Balanced or Strong compression
- Text-only / vector PDFs → may already be under 2MB; compression is optional
Why “no upload” matters for forms and IDs
Classic online compressors upload your file to a server, process it, then let you download. That is convenient — and risky for tax forms, passports, medical letters, and employment paperwork.

Target size tips by use case
2MB is a common portal limit, but not the only one. Email providers often allow larger attachments; chat apps can be stricter. Start with the limit your form actually shows.
- Government / university form: aim under 2MB (sometimes 1MB)
- Email attachment: often fine under 5–10MB, still compress for courtesy
- Mobile messaging: Strong compression; fewer pages if possible
- Archive storage: Light or Balanced to keep readability
If the PDF is still over 2MB
Compression is not magic. Very long scans, already-compressed files, or encrypted PDFs need extra steps.
- Re-run with Strong compression if you used Light or Balanced
- Split the PDF and upload only the required pages (see Split PDF)
- Rescan at a lower DPI if you control the source (150–200 DPI is often enough for forms)
- Remove blank or duplicate pages before compressing
- If the file is password-protected, unlock it first — encrypted PDFs may fail to load
Quality vs size (what to expect)
LocalPDF’s compressor re-renders each page and encodes it as JPEG at a quality level you choose (Strong / Balanced / Light), then rebuilds a new PDF. Scanned documents usually drop sharply in size. Pure text PDFs may shrink little.
Always open the download and zoom a signature or small print before you submit a form. If text looks muddy, switch from Strong to Balanced and try again — keeping the original file as backup.

Can every PDF go under 2MB? +
No. A 40-page full-color scan may still exceed 2MB even on Strong. Split pages, lower source DPI, or drop non-required pages.
Is this free? +

Rasterizing clean vector text into page images can increase size. If the original is already small, skip compression or only compress image-heavy sections after a split.
What is the difference vs Smallpdf or iLovePDF? +
Those products typically process on their servers after upload. LocalPDF’s wedge is privacy: no upload for processing, same free compress / merge / split workflow in-tab.
